Sr. Business Process Improvement Analyst

OMNITEC Solutions (www.omnitecinc.com) is helping the US Navy and Marine Corps address the mandated adoption of Continuous Process Improvement (CPI) based on the application of Theory of Constraints (TOC), Lean, and Six Sigma. Our specific task is to help achieve a viable, sustainable, and value-added CPI program within HQMC in the areas of Program Development, Project Management, and Education and Training.
This position is located at/near the Pentagon, in Arlington, VA 22202, with some travel to NAVAIR/Pax River required.
• Project Management tasks.
o Guide, facilitate, coordinate, and actively participate in identifying potential high impact projects.
o Function as a CPI technical advisor for project identification, selection, prioritization, chartering, scoping, development, implementation, tracking, measurement, analysis, and review.
o Evaluate successful projects for potential Marine Corps-wide implementation. Work with HQMC ASL to appropriately document and communicate such best practices.
• Education and Training tasks.
o Perform a gap analysis of the CPI education levels;
o Develop the training skills of facilitators who will then deliver the adapted training as identified in the gap analysis. Provide facilitators with the methodologies, tools, and applications necessary to achieve the HQMC ASL goals.
o Provide education and technical guidance on the utilization of statistical software packages, including appropriate use of source data to achieve desired project.
• Qualifications:
o Master Black Belt certification;
o Demonstrable experience in successfully implementing a CPI program for a similar environment, preferably within military experience.
o 10 years subject matter expertise with CPI, (TOC, Lean, and Six Sigma, including the ability to teach and apply Supply Chain Management techniques and concepts) and working on large complex projects (e.g., manufacturing and/or distribution) is required.
o Expertise in customizing business process improvement strategies to unique operational or Transactional environments.
o Conduct in-depth data collection and analysis, with an expert practical knowledge of supply chain logistics, project management, logical thinking processes, finance and measurements, and business strategies.
US citizenship is required, a clearance is a plus.

This position is located in Alexandria, VA (22314).
Our requirements include:
Education and training:
College degree in Electrical, Electronic, or Computer Engineering preferred. Specialized technical training may be substituted.
Skills and Experience:
** Ability to lead the overall design and implementation of a state-of-the-art radio and television control and production facility.
** Expertise with computer-based broadcast production applications is essential.
** Ten years of applicable broadcast employment experience. Previous positions as Chief Engineer or senior engineer specializing in analog to digital conversion.
** Experience with Computer Aided Design software.
** Strong organizational, time management, and multi-tasking abilities are essential.

Duties:
Provide overall functional design of television and radio production facilities including studios, master control, network operations, post-production, satellite uplink, and radio/audio production systems. From existing high-level requirements, develop system functional block diagrams that will take advantage of state-of-the-art broadcast technology. Conduct initial technology research and recommend feasible technology approaches and solutions. Work with detail designers and systems integrators to finalize system designs. Oversee the design process to evaluate technology trade-offs and to remain within budget constraints. Upon final design acceptance by the government, participate in the integration and installation being performed by others, to ensure systems are implemented properly and to provide quality control.
Occasional work may be required on weekends and on-call.

The successful individual will have extensive experience working with NAVSEA PEOs and Technical Codes.
