POSITION DESCRIPTIONS
- POSITION # = S-1
Web Application Developer; Intelligence Community
- Software Developer/Programmer with 3+ year's professional experience in
JAVA, J2EE, VB, or other Object Oriented development languages. SQL skills
also required as most of our clients' needs are data intensive. Must have
full life cycle development skills as our engineers work closely with our
clients and end-users. Excellent communication, problem resolution, and
follow-up skills are an absolute must. Bachelors degree in engineering,
computer science, or information management from an accredited college is
preferred. As these positions support clients in the Intelligence community,
high level security clearances are required. This includes Top Secret with
SCI, SSBI, and/or POLY level access. Positions are located in the
Washington, DC/Maryland/Virginia region.
- POSITION # = S-2
Web Application Developer; Content Management Solutions
- Software Developer/Programmer with 3+ year's professional experience
developing web-based applications in ".Net" technologies. This includes full
life cycle and Rapid Application/Prototyping Development in any flavor of
.Net programming languages. Must be very well versed in the IIS development
environment. Strong SQL Server skills are also required, along with a solid
understanding of data/content management principals. Any Visual SourceSafe
experience is a plus. Bachelors degree in engineering, computer science, or
information management from an accredited college preferred. These positions
support multiple federal and DOD clients, so US citizenship is required (with an active Secret clearance required for some teams). Positions located in the Washington, DC, region.
- POSITION # = S-3
Windows System Administrator
- Bachelors degree in computer science or related computer field from an
accredited college or 7+ years of experience in network and system
administration. Must have proven skills in Active Directory and Exchange. We
require a blend of technical skills that ensure quick and accurate responses
to technical glitches, as well as the communication skills required to
professionally interact with a wide variety of both client personnel and
other OMNITEC technical staff. Solid skills in File Systems, Domain
Addresses, and an above average capacity to trouble shoot "mail" issues are
preferred. VERITAS skills are a plus. Very strong communication skills also
required, along with a personality that allows you to deal effectively with
multiple audiences. Certified Network engineer in Microsoft operating
systems is a plus. Because these positions support multiple federal and DOD clients,

- POSITION # = S-4
Broadcast Technician
- A minimum of 4 years Broadcast Television Engineering or Cable TV Headend
and RF maintenance experience is required. Install and maintain Broadcast,
Cable TV, and Security Camera Systems. Computer networking, Windows Platform
Hardware, and Software troubleshooting skills are required. Video Server,
CAD, and Shipboard experience highly preferred. Preferred skills include Working knowledge of IEEE cabling specifications pertaining to network
cabling and hardware, Working knowledge of cable types/uses (ATM, FDDI,
1ObaseT, lOBase2, lOBase5, Token Ring), cable installation and knowledge of
codes pertaining to network cabling, Working knowledge of specialized
software/hardware to accomplish network troubleshooting, and working knowledge
of wireless communications.
Must be available for frequent domestic and some international travel. Because these

Positions primarily based in San Diego, CA, with possible needs in Norfolk,
VA.
- POSITION # = S-5
Audio-Visual Technician
- A minimum of 5+ years professional experience, with a strong knowledge of
audio/video systems, equipment, and parts for identification, selection,
acquisition, and control. We provide Logistics Management Support
capabilities for managing audio/video equipment, parts, systems, material,
and services. This includes equipment use, performance, safety, operation,
maintainability, or disposal, along with clerical and administrative work to establish
and maintain the configuration record of items. Computer skills with data
storage, software applications, and networking are required. Our support of
the war fighters and military commands includes writing PWS (Performance
Work Statement), SOW (Statement of Work), reviewing MIPR (Military
Interdepartmental Project Request), and creating Customer Concurrences for
mission support. Because these positions support DOD clients, US citizenship is
required (with an active Secret clearance required for some teams). Positions
located in Riverside, CA.
- POSTION # = S-6
Digital/Video Engineer
- Bachelor's degree in computer science, engineering, or information
management from an accredited college and 5+ years experience with design,
development, integration, and testing with digital video production facilities
or tools. This includes experience with digital servers, routers, SDI
interfaces, AES audio, production switchers, storage devices, networked file
sharing, non-linear editing equipment, and encoders/decoders. Because these positions
support multiple federal and DOD clients, US citizenship is required (with an active Secret clearance required for some teams). Positions based in San Diego, CA, or Washington, DC, near the Naval Ship Yard in South East Washington.
- POSTION # = S-7
Senior Logistician & Analyst
- Bachelor's degree in business, engineering, management sciences, computer
science, information systems, or other related disciplines and 4-6 years of
progressive expertise and a thorough knowledge and understanding of the logistics and maintenance areas and processes within the Department of the
Navy (e.g., SHIPMAIN, ShipAlt, ILS certification process, etc). Practical
experience with logistics and maintenance processes with surface ship,
submarine, or aircraft.
In supporting the US Navy with the design and implementation of a next
generation shipboard communication system, we are looking for a Subject
Matter Expert on processes and maintenance practices on multiple platforms
directly relating to the SHIPMAIN initiative at the organizational,
intermediate and depot level. Prefer experience with research, collection,
collation and compilation of data, and preparation of inputs into larger
reports; evaluation and interpretation of findings; preparation of finished
products for review by team leader or higher-level analysts; interfacing
with external entities to collect data; and use and/or development of computer
tools to facilitate analysis tasks. Because these positions support DOD clients, US citizenship is required (with an active Secret clearance required for some teams). Positions located in the Washington, DC, region.

Technician; Intrusion Detection Systems
- Mandatory knowledge of communications systems and equipment; fundamentals of
electricity and basic theory of electronics; solid state components; digital
techniques; microprocessors; installing and testing practices; use of test
equipment, wiring and logic diagrams, and circuit schematics; and
maintenance and supply procedures.
Maintain Intrusion Detection and Surveillance Systems. Perform operational
checks to restore systems to serviceable condition. Conduct tests of
systems components and assemblies to isolate faults. Repair faulty
components in electronic, electromechanical, and Intrusion Detection and
Surveillance Systems equipment. Replace systems and components when
adjustment or repair is not sufficient to correct malfunction. Modify
equipment and systems to comply with time compliance technical orders.
Inspect, clean, and lubricate equipment and systems. Troubleshoot, align,
and adjust equipment and systems. Also, document maintenance actions.
Knowledge of Air Force Technical Order System, Core Automated Maintenance
System (CAMS), Maintenance Data Collection (MDC), and COMSEC are pluses, and
any experience with the following is highly preferred:

- POSITION # = S-9
Technician; Secure Communications
- Mandatory knowledge of communications systems and equipment; fundamentals
of electricity and basic theory of electronics; solid state components;
digital techniques; microprocessors; communication terminals and
cryptographic equipment; installing and testing practices; use of test
equipment, wiring and logic diagrams, and circuit schematics; and
maintenance and supply procedures.
Maintain, inspect, and test secure and non-secure communications systems and
cryptographic equipment. Coordinate with agencies such as telephone
companies and contractors to conduct tests of systems components and
assemblies to isolate faults. Remove, repair, reassemble, reconnect, and
perform operational checks to restore systems to serviceable condition.
Isolate, repair, and replace faulty components in electronic,
electromechanical, and cryptographic equipment. Repair systems and
components when adjustment or replacement is not sufficient to correct
malfunction. Modify equipment and systems complying with National Security
Agency instructions or time compliance technical orders. Inspect, clean,
and lubricate equipment and systems. Troubleshoot, align, and adjust
equipment and systems, and document maintenance actions.
Manage communications security (COMSEC) program and manage COMSEC account.
Ensure compliance with operations security procedures. Apply communications
security programs to include physical, cryptographic, transmission, and
emission security.
Data Encryption Devices: KG-194, KG-194A, KG-81, KG-83, KG-84, KG-84A,

- POSITION # = S-10
Analyst; Competitive Outsourcing/A-76 Services
- Bachelor's Degree in business, management sciences, computer science,
information systems, or other related disciplines and 3+ years in support of
Government privatization (A-76) related efforts, including ability to
perform Preliminary Planning, PWS development, and Quality Assurance
Surveillance Plans (QASP). Additional experience includes collecting and
analyzing baseline data; performing studies and analyses on Most Efficient
Organization (MEO) preparation of workload projections and manpower estimates;
compiling and reviewing documentation and interviewing management and
technical staff; performing market research to identify and assess work
environments and functions; documenting work processes, functions, methods,
products, and quality standards; developing workload projections, manpower
charts, position descriptions, and policies and procedures; assisting and
reviewing Government cost estimates and performing comparative cost
analysis; and providing technical assistance, guidance, and training. Must be
well-versed in the complete analysis of business processes. Must have
excellent research, communications, and writing skills.

positions will be short-term assignments, so ability to travel is a must.
- POSITION # = S-11
AutoCAD Operator
- Bachelor's degree in computer science or related computer field from an
accredited college preferred, or vocational training and 3-7 years
experience using AutoCAD in electronic system layout and design.
Specifically, for use in broadcasting applications, our effort is to develop
designs and drawings of system and equipment interconnections, electronic
schematics, cable run lists, rack layouts, and room and facility layouts.
Experience with US Navy ship electronics systems and their installation in
ships is required. Experience with television and radio broadcasting
experience is highly desirable. Attention to detail is paramount with
configuration management, drawing revision tracking, cataloguing, and
archiving experience required.

Program & Administrative Support; NAVAIR
- Bachelor's or Associate degree preferred, along with 3-5 years experience in
performing a variety of administrative and analytical tasks.
Schedule meetings and provide administrative support to
executive level team; attend meetings, document and track actions, input data
and produce reports on the status of projects; assist in producing briefs;
establish VTC's; and support OMNITEC Solutions VP with contract administration.
This position supports the operations of the NAVAIR Executive Leadership
Councils, as well as the Enterprise Analysis & Planning Office; consequently, the
ability to interact effectively with NAVAIR Executives is a must. Need
excellent organizational and communication skills, incredible attention to
detail, and a highly proactive attitude. Knowledge of MS Office required, MS
Project is a plus.

at Patuxent Naval Air Station (Pax River), in Southern, MD.
- POSITION # = S-13
Program Officer/Facilitator; NAVAIR
- Bachelor's Degree in business, engineering, management sciences, computer
science, information systems, or other related disciplines and 6+ years
experience in performing corporate support tasks related to managing a large
organization. Supporting operations of the NAVAIR Executive Leadership
Councils, responsibilities include assisting in the translation of Command
strategies and goals into specific actions; establishing rapport with Senior
Executives and Flag Officers to coordinate actions/topics for upcoming
meetings; preparing council and meeting documentation; and participating in
various strategy discussions. This person facilitates Executive Level
Council meetings while maintaining data/documentation in an Executive
Coordination Tool. Ability to work independently while managing multiple projects is a must.
This person coordinates with Executives from numerous other organizations.
Excellent organizational, analytical, and communication/public speaking
skills are a must. Prior knowledge of NAVAIR and military experience
desired. Knowledge of MS Office required, MS Project is a plus.
