A-76 Competitive Sourcing

OMNITEC provides a wide range of solutions in support of the OMB Circular A-76 on Competitive Sourcing and Privatization, enabling government customers to increase cost efficiencies and demonstrate savings to the taxpayer while maintaining organizational effectiveness. Our experienced consultants can support customers through the entire A-76 process—from planning to development to award, and through implementation and transition.

We provide ongoing A-76 support to numerous government customers, including multiple agencies in the Dept. of Defense. The U.S. Navy has selected OMNITEC as one of seven prime contractors for the Strategic Sourcing Acquisition Center of Excellence (SSCOE) in support of the Naval Facilities Engineering Command (NAVFAC).

In support of the U.S. Navy and U.S. Air Force we collect and analyze baseline data; perform studies and analyses on Most Efficient Organization (MEO), preparing workload projections, and manpower estimates; compile and review available supporting documentation, and interview management and technical staff; perform market research to identify and assess work environments and functions; document work processes, functions, methods, products, and quality standards; develop Performance Work Statements (PWS) and Quality Assurance Surveillance Plans (QASP); develop management-planning documentation including new organizational structures, workload projections, manpower charts, position descriptions, operating policies and procedures, support equipment, and performance indicators; develop technical performance and transition plans; assist and review Government cost estimates and perform comparative cost analysis of vendor submissions; and provide technical assistance, guidance, and training.

Program Management

Executive Staff Support

OMNITEC provides a wide range of solutions in support of the client's senior-level staff, including event/meeting scheduling, graphics/briefing support, and on-site computer support. In support of the U.S. Navy, for example, we manage day-to-day operations for the Naval Air Systems Command (NAVAIR) Washington Liaison Office (WLO) in Crystal City, VA, including the operation of 12 Flag/SES offices, over 30 dedicated transient workspaces, and the management of over 4,000 visitors and 900 conferences each year. We also provide on-site support to the Command Staff Office at NAVAIR Headquarters, Patuxent River, MD, in support of senior leadership and their staffs.
