Systems Engineering

We perform comprehensive systems engineering services to analyze and develop solutions for customer hardware and software requirements. We also evaluate existing system designs to determine if performance enhancements or cost savings can be achieved through the introduction or integration of newly available technology.

Our work with the U.S. Navy has our engineers and technicians delivering critical support in several areas including systems engineering, design/prototype development, testing and integration, equipment specifications and change management, and computerized asset management. Most of these activities require shipboard installations and upgrades—we are one of the few teams certified for shipboard alterations, based on our rigid onboard repair and troubleshooting workflow process.

The American Forces Radio and Television Services Program (AFRTS) shipboard entertainment systems contribute significantly to the habitability of U.S. Navy ships by providing and distributing news, command information, training, and entertainment programming using the latest technology available. We design, develop, and install these systems using fabrication/rack assembly services.

Our Shipboard Information, Training and Entertainment systems are designed to play back videocassettes and compact discs distributed by AFRTS and Navy Motion Picture Service (NMPS) on over four channels of a cable distribution system. These systems allow for the production of training tapes and command information programs and are designed to interface with pier-side cable systems. Many systems include equipment used to receive and distribute satellite programming onboard ships; we’re responsible for bringing the signal from the satellite receiver and distributing it throughout the ship.

We also design, develop, and install Integrated Radio Frequency Distribution Systems which provide ship-wide transmission of news, command information, training, and entertainment programming to sailors at sea. These Distribution systems receive audio and video signals from other onboard systems and distribute the signals to all installed shipboard receivers. Our design brings together various independent distribution systems and integrates them onto a single transport medium for distribution throughout the ship. In delivering these services, we interface with planning yards, port engineers, and ship program managers.

As a testament to our level of work, we are now engaged in the full design of the next generation of Navy shipboard video systems. These systems will posses significantly enhanced technologies and capabilities including video server technology for the playback of digital video files, implementation of automated playlists, conversion from tape-based television systems to server-based systems, video file encryption/decryption methodologies, and key management practices.

Broadcast/Video Services

The level of services we can provide for broadcast/video is best exemplified by our outstanding support of the Department of Defense (DOD), Navy, Air Force, Army, and Department of Treasury (DOT).

The broadcast video systems we design for shipboard use involve videotape and server playback technologies to play back multiple channels of programming and provide non-linear video editing capability, live television production capability with two-camera switching, audio mixing, and on-the-fly cuts between live talent and recorded news stories.

We manage program scheduling, content, and satellite uplink for three live television and radio channels and one text data channel. These channels are up-linked to a global satellite constellation for receipt by Navy ships and shore sites around the world. The television channel feeds are received from the AFRTS. We then take the feeds, modify them for content in real-time, and send them to the uplink. By using the broadcast automation system, production switchers, routers and video servers, we produce live television and radio feeds intended for a specific Navy audience. In the event that program modifications are necessary, we can also select videos from alternate streams or from programming digitally stored on video servers to cover the original source stream.

We control and monitor the confidence downlink to ensure audio/video quality and in the event of a broadcast problem, we adjust and repair the system. We populate the text data channel with current text news, sports, and entertainment files which are decoded and printed at each receiving location for subsequent dissemination to ships crews and shore site personnel. As a secondary task, we record up to 16 hours of live television programming each day, prepare a master tape, and coordinate with an off-site duplication facility to produce up to 300 copies of each day's program package. These copies are immediately delivered to Navy ships for later playback.

We provide specialized and unique services for assisting DOD in the identification, selection, cataloguing, and procurement of highly sophisticated television and radio broadcasting equipment. The expertise we provide includes broadcast engineering, A/V equipment management, acquisition planning/execution, and logistics support planning/documentation.

We were selected by the Department of the Treasury to install, manage, operate, and maintain its entire media services operations. We designed, procured, and installed a new audio/video system to replace the existing obsolete system. We also provide event production using sound reinforcement and video projection. We supply and operate cameras and audio equipment to provide live television feeds for commercial networks and we set up and implement video teleconferences and webcasts. We also provide live press conferences, media interviews, and satellite tours. This video is transmitted via fiber lines for pickup by the major and minor networks and, if necessary, is uplinked to satellite for further distribution.

We provide broadcast engineering support to the U.S. Army to help it standardize a design for oversees television and radio broadcasting facilities. Our engineers research the newest technologies and make recommendations for incorporation into the various systems including live studio television production, Master Control, satellite uplink of live programming, and live and recorded radio broadcasts. We work side-by-side with Army engineers to develop the engineering drawings using AutoCAD. Drawings include rack layouts, video/audio/sync flows, interface and power drawings.




Logistics Management and Warehousing/Inventory Control

Logistical and warehousing/inventory control support is another key service we provide to the U.S. Navy. This service ensures that the right materials are available at the right place, at the right time and are of the best quality and most reasonable cost. We manage and operate the Navy’s largest warehouse of television and radio broadcasting equipment.

Our logisticians and technicians deliver integrated logistics documentation, inventory control, life-cycle support planning, and acquisition planning. In particular, we coordinate the return of components from ships, provision equipment based on usage/repair history, supply ships with replacement components, forward failed items for repair and disposition including analysis of equipment considered uneconomical to repair, track delivery status of items being repaired and shipped, and conduct validation tests of repaired equipment.

We also maintain warranty information and coordinate warranty repair; manage local stock including receipt, storage, and issue; bar code equipment and attach property tags to all equipment; update records to reflect movement of material; maintain inventory records and accountability via computer-based systems; monitor stock levels and requisitioning of replenishment stock; maintain updated/corrected transfer reports, inventory lists and tailored repairable inventory lists; and document, handle, and dispose of government-furnished materials.

Additional services we provide include training on basic operation of video/audio playback systems, advanced operation of equipment used for shipboard productions, preventive maintenance of equipment and systems aboard ships. We also provide formal engineering services and technical training, as well as ongoing support for any training curricula developed (we prepare, update, and provide all the required Naval classroom training documentation and training materials).

Technical Assistance and Installation

Successful projects result from sound planning and design, a complete understanding of the products and services involved, and comprehensive analysis and sensitivity to the impact on business operations. To support the transmission of your audio, video, and data, we offer an array of technical assistance and installation support to meet your needs.

We design structured hardware systems to support voice and data requirements in accordance with BICSI, EIA/TIA, NFPA, NEC, IEEE, and FCC communications specifications. All system hardware and software is configured and installed for ease of access and scalability for the future. Our technical team members are vendor-certified on each piece of hardware, firmware, and software we install.

Our highly-skilled engineers and technicians can readily support the installation and testing of networks, servers, workstations, and attendant peripherals; broadcast and satellite system installation and testing; the installation of AVID non-linear editing systems; the installation and operation of the Telestream MPEG delivery system; and the installation and testing of audio/video entertainment equipment and TV-DTS satellite equipment onboard U.S. Navy ships.

In addition, we provide the U.S. Air Force with ground-to-air communications (public address), secure communications, video surveillance and security, and intrusion detection/prevention for full-spectrum installation support to the 72nd Air Base Wing. Our technical staff provides expert communications electronics support for system maintenance, diagnostics, troubleshooting, recovery and repair, and installation of highly sophisticated systems.
